$3,021.59 as of today
We have two renewal Hercules
Wrecking, Catholic Charities

thank Debbie from the Doggie Boutique and his
nephew and girlfriend for donating their time
to help decorate the float. He would also like
to thank Rich Gowell from Gowell's Candy for
the help in the parking lot where the floats
get into line. Decorating is a hard job to do,
next year we would like some new faces.
President Dwyer thought after the holidays we
could all get together. Everyone is so busy
now with business and their on personal lives,
we could get together maybe in January. We
will have a discussion on where to have it. We
mentioned a few places to have it:
Home Cafe Westgate
Pub Bickford's
We would like to give members the business if
possible. If anyone else has any other ideas,
pleas let Scott know. We will send out
notifications when and where it is.
Fran Fistori suggested we get some tasks. We
want some good ideas to do and challenges we
can make. We need ideas if you have any let us
know. Ask other businesses if they have any
ideas. What can we do to make the association
more exciting. Come up with some goals. We
have done some goals such as:
Trees along North Main St.
Collecting socks and hats
and gloves for the homeless,
children in school.
Collecting toys for tots
and now Guardian Angels
We need guest speakers, who would you like to
speak?
President Dwyer thought maybe To get Mr.
Thorenson from the DPW to come and educate us
with water issues. Also maybe have someone
with the Power Plant to answer questions.
Maybe also have some tours put together.
We need more consistency from the councilors,
we have Councilor Macmillan, Councilor
Balzotti, Councilor Sullivan who regularly
appear at our meetings.
We need to see some more councilors that the
Montello Businesses are a part of.
We also send our Condolences to Councilor
Macmillan and his wife's family on the loss of
Mr. Francis Kelly. Mrs. Macmillan 's
Grandfather. The Association sends their
thoughts and prayers to the family.
The statue of Rocky has become a big topic
around the City of Champions, maybe as a group
we should write a letter to the Mayor and tell
him we are for the statue. We be recommend
that we do it individually , so vote to have
the statue come to Brockton where it belongs.
President Dwyer also wanted to let the
association know that on Monday December 10,
2007 his father Charlie Dwyer will be
celebrating his 92nd birthday. So Charlie many
more birthdays.

Historical Society wants to come to talk to
the association about having a golf tournament

association, all are welcome to join. Talk was
on about getting the meetings advertised on
cable network, or on the radio station.
Councilors business Councilor Balzotti called
to say she couldn't make it. And Councilor
McMillan was with family during their loss.
Committee on the homeless : a lot less action
around the city, it is winter time maybe they
are finding shelter. The committee was given a
list of articles that the schools in our
section need. Recording Secretary Gale Lutz
called the schools ( Howard, Angelo, Franklin,
Ashfield, Brookfield , Raymond) and asked them
if there were any children in need of coats
and hats and gloves or any other articles of
clothing. There was a response from the
different schools, one school told her that a
family of 4 children had arrived from Florida
with nothing they live in the area , the
school bought 3 of the 4 coats, and they were
in need of a bigger coat for the oldest boy,
Gale went right out and delivered it the same
day.
Howard School is looking for people to watch
the playground the last week of June. The new
playground they are building is having a
ground covering and it needs to settle. Anyone
wishing to do so, please contact Kathleen
Haggerty or Kristina Lutz at the meetings.
Greg Belcher from Waite Funeral Home said he
was talking to Edward Leonard, about the boxes
in the park and was wondering if we would like
to take care of a box up there and have our
name on a sign. It was liked by the
association. It was also recommended by Gale
that since we take care of the Snow Memorial
Clock Park we should have a sign there also.
We were going to talk to Permaline about
making the signs.
Sandy Wixted from Catholic Charities said if
anyone sees any action going on around her
place to please give her a call. She was also
telling the association about Catholic
Charities helping 500 families during the
holidays with toys. If you know of anyone
Christmas Eve in need please let her know
they may have some extra toys left.

association know of a privilege she had
recently in the Police Academy. She will be
graduating soon, and commended Officer Kevin

Wednesday November 7, 2007
President Scott
Dwyer called the meeting to order at 6:00p.m.
Elections were last night, Councilor Linda
Balzotti called and cancelled
Mary Waldron also called and cancelled.
The Howard School Girls Kathleen Heggarty and
Kristina Lutz were also present at the meeting
tonight to say thank you, and to tell us they
did get some responses to the contributions
for the special needs playground. The
playground will be at the Howard School. The
responses were from HarborOne Bank, Waite
Funeral Home, and Concord Foods. Councilor
Macmillan said he was going to look into the
Labor's Union to make a contribution of labor
to the playground. Follow up quote they
received was higher, so they are in need of
$25,000.00 to get the project going. Anyone
wishing to contribute can do so by calling
Kristina Lutz @ 508-584-6696, or if you have
any questions please feel free to call her. A
suggestion was made to maybe have a booth at
City Hall during the parade Nov. 24, 2007. It
was suggested to call Janice Fitzgerald at
city hall .Other suggestions were to give Mary
Waldron a call, and maybe to contact Westgate
lanes to have a bowl-a-thon. The girls again
wanted to thank all those who have helped them
in the project.
Secretary's report Al apologized for not being
at the last meeting.
Issues in the North End:
Broad St. to Rutland St. detail, Officers were
rude to business owners in the area during
construction. During construction on North
Main Street, the street was blocked off,
Concern business owners( Dunkin Donuts, Gas
Station and Gowell's) asked what was going on,
weren't notified and there customers had no
where to park or visit their businesses. Al
Gazerro said the issue was brought to the
attention of the detail office about the
incidents.
This construction the councilors were never
notified along with the businesses. A
question on are they suppose to be notified
was asked. A lot of the businesses in the area
were upset, they also broke a gas pipe.
President Scott Dwyer mentioned that he
received a call from Rebecca from the
Enterprise wanted the businesses to make a
wish list for Mayor Harrington so she could
print it in the paper the next day. Some ideas
were talked about, Catholic charities asked
that the street walkers to stop and more
visibility from the police officers. Officer
Derek Salamone was on the road with a police
bike for 2 days he informed the association.
He also stated that he is now ill from riding
the bike. More community policing again was
mentioned from other businesses. The
association was told that more policing on
Friday and Saturday nights by State and local
Police. Mayor's Office is putting money in the
fund for the extra police on.
Another suggestion brought up was with more
cars for the police officers.
The officers are in need of safe cars to drive
in.
Having parks with lights was another issue,
making them safe at night and if there is any
action going on, it would be easier to
visualize the action for passers by.
A lot of businesses are being broken into,
such as Home Cafe, Hercules.
Paul Barry bought the building and scrap metal
can't be brought in by shopping carts, so they
are being brought there by cabs.
Bargainer is owned by W.B. Mason and they are
in the process of cleaning it up.
Dave Lynch wanted people to be aware of the
Homeless community over in the old freight
yards, behind Banner Systems. They can see
this on the train going by and it does not
look good for the appearance of Brockton. CSX
owns the property and doesn't want to do
anything with this property.
He also mentioned the speeding on North Cary
St. between the hours of 4-8 p.m. Also cars
cutting through the parking lot of Cary Hill
Plaza, it is very dangerous.
Gale Lutz brought up the parking situation in
front of the Angelo School, which is also in
front of her house. Cars blocking driveways,
parking in front of fire hydrants. At the
dismissal time if there were an emergency,
fire trucks and police cars and ambulance
could not make it through there.
Al said he would talk to Capt. Manny Gomes
about the problems.
Parking signs are another issue he will talk
to Capt. Manny Gomes an Councilor Macmillan.
New Business:
President Dwyer is looking for volunteers to
do the parade. Dave Lynch is volunteering the
truck.
Project Guardian Angels are looking for
donations for the children of Brockton. To
make their Holidays brighter.
We have quite a few places to have the boxes.
We are also looking for hats, mittens, sweat
pants and tops, underwear for small children
and coats. Gale is going to contact the
schools in the Montello district to find out
if they have any needy children. If you don't
want to shop and want to contribute that's all
right too. Gale will volunteer to do the
shopping.
Police officers said they shut down the drug
phone at Spring St. and North Main St. Gift
Basket Company did a wonderful job of making
the appearance of there property beautiful.
Meeting ended at 8:30 p.m.
See you at the next meeting December 5, 2007
Talk to other business in getting into the
association.
Next Meeting is October 3, 2007
Hope To
See You There...........................

Wednesday October 3, 2007
Meeting was
called to order by President Scott Dwyer @
6:00p.m. President Dwyer wanted to start by
thanking Mayor Harrington for coming this
evening.
President
Dwyer noted the Secretary and Treasurer not
present this evening due to prior commitments.
Councilor
Sullivan started the meeting by talking about
the up coming election. Biggest issue is
to go out and vote. You can't complain
if you don't go out and vote. He stated that
councilors at large are also people to call on
if you have certain needs in your ward, along
with the councilor of that ward. He talked
briefly about the golf course and how they are
improving the course in order to get people to
utilize it.
Councilor
Macmillan said it was a quiet month, he was
talking to a possible business coming into
Brockton, that business was United Financial
Services, a small franchise that does bill
paying and checking cashing. Little concerns
about the parking but were working on it.
There was an issue about a reported shooting
of rounds around the North Main St. area.
Police were dispatched and locked the school
down. and the matter was resolved in minutes,
and the school was back to normal. He stated
political signs becoming an issue, hanging on
trees and empty lots. If you have
problems with the signs you should contact the
building dept. Complaints about parking issues
on North Main St. was brought up again, will
contact Traffic Comm. Manny Gomes. Had a
problem with house on North Main Street
selling motor scooters on lawn, problem
resolved. Plaza on North Main St. has three
businesses not enough parking, but they can
park on the street. Councilors Macmillan
and Councilor Petti are on the traffic
Commission. Councilor Macmillan will look into
15 or 30 minute parking in these areas. Mayor
Harrington added that if you go for these
signs you must be specific in the times you
want.
David Lynch
from Lynch's towing talked about the city
cleanup, and the dumping of trash. People
cleaning out yards or construction companies
illegal dumping on business properties. Mayor
Harrington added that there was a new law in
effect up to $10,000.00 fine and one year in
jail. He also stated that the city council is
working on cameras. D.P.W. has been working on
a plan to hook up with the police station
putting up cameras in these areas of illegal
dumping to catch these people. The city has to
have the tools to be positive in charging
these people with the illegal dumping. Mayor
also stated that the Rotary Club came up with
$25,000.00 to pay for some of these cameras.
The city is working on a new software system
to get this in place and hopefully we will
have more cameras. One of the residents
Catherine Heggarty asked if you bought a
camera system from B.J.'S would that due the
trick. David stated he had a camera but it
doesn't have enough yardage in the areas that
they are dumping. Mayor Harrington added the
comment that people that are opposed to these
cameras, " We are not watching you, we are
watching out for you."
Councilor
Macmillan reminded the association of his ward
meeting Oct. 4, 2007 at North Junior High at
7:00 p.m. he would have Capt. Francis from the
Fire Station talking about fire safety, and
President Dwyer would be attending to get the
businesses involved in his ward meeting. Any
business that would like to go to these
meeting please inform Councilor Macmillan.
Councilor
Linda Balzotti also added the importance of
voting in the upcoming election. And how they
are reviewing the power plant.
Mary Waldron
from the 21st century they are working for
grants for small businesses and some
workshops, working with Bridgewater
State College. She stated that there be a
Legislator meeting @ Stonehill College. She
also state that things are picking up, 4 small
businesses starting up. in Brockton.
Catholic
Charities Sandy Wixted, said they have been
working with the Shannon Grants. This in
regards to gangs , potentially in gangs, they
raised $10,000.00 to help supplement
monies. this is to help children up to 24
years of age get I.D.'s, get their driver's
license, and etc.
President
Dwyer introduced Mayor Harrington, he also
stated how important it was to get out and
vote. Stating that this is important
election. He stated that there is in
incredible good team out there working for the
city. And that they are all working hard for
the city. Before the meeting there was a
discussion on the prostitution problem in this
part of the city. Mayor Harrington stated to
President Dwyer that Lt. Crowley will be
contacting him tomorrow to bring attention to
this problem.
The Mayor
also stated that Gov. Patrick met with
the police chief's of big cities at a meeting
held at Massasoit. Gov Patrick gave money to
Brockton for more police. He told the
association the city is using the money
wisely and if we get more money we could do a
better job. from 2006 to 1st six months of
2007 Brockton overall down 11% of crime. They
put a Quality Life Team into place, these
officers don't take calls they go around and
speak to the people on the streets. They have
some 170 arrests, there are two shifts made up
of state and local police officers. Everyone
they come in contact with they fill out an
contact sheet, they have made over 300
contact. He said it is having some kind of
effect on the problems. If we could get
more police the city could do better. State
police coming here and doing a good job also.
One item they are working on is Video red
lights, 60 sec video police review the video
the person running the red light gets a
ticket, if the person wants to fight the
ticket they tell them to go to the website and
review the video. Sometimes they change their
minds. If people knew they were there,
and there would be signage stating that these
cameras are in place. There could be a
drop in accidents. These red light cameras
would only cost the city a fee, and the fee
can't be more than they take in at these
intersections. He also stated that when
he came into office the police cruisers were
terrible, there have been 7 to 8 new cruisers
added and he hopes more to follow. It was
mentioned that these playgrounds that are
being refurbished should have cameras
installed, so that the people using them feel
safe there and they can also see who is
misusing the playground. People felt the
cameras would be a big help in this area also.
he made a commitment that in three years he
would be having summer jobs, 300 jobs in the
summer. Mini grants totaling $60,000.00 would
be given to programs if they could keep
children in programs. The church on Nilsson
St.. was the biggest program. New schools are
coming along, expect to occupy in 2009. And if
this happens he hopes to go back to the
neighborhood schools. He stated that in the
nest 2 or 3 days the MCAS scores will be
out, and the city went up far more. Fox 25
does a piece they go to the different cities,
and talks about what is happening. They came
to Brockton and did a wonderful piece and
talked to the students, and all the success
that is going on in Brockton. Mayor Harrington
was interviewed and talked about Coach Armond
Columbo, and now how Coach Columbo's Son Peter
is taking over and winning the championship.
It was also in the program how 73 out of 300
teachers in Brockton graduated from Brockton
High School. Desalinization Plant, pipes are
already in place at the intersection of Pearl
St. and Belmont St. He also stated that
the property that holds Fairfield Farms has a
world wide company looking a the property, and
they are working with them, couldn't comment
much further than that. Councilor Macmillan
than spoke of the Lincoln Congregation Church
and how they shut them down in splitting the
land and putting up a gas station and coffee
shop to help pay for the church to be built.
Fairway oaks and Battles Farm were there to
oppose. Councilor Macmillan said if the
congregation came to the ward and talked
about other kinds of businesses they would see
there. But the intersection has had three
fatalities at the intersection where CVS is.
The city
would like to see the businesses they have
here stay here, if you have any problems call
your ward councilors, city at large
councilors, and the mayor.
Holiday
Parade is coming up and there are forms needed
to be filled out. A suggestion was brought up
to have a flyer on the parade to get out of
towners to come and enjoy the parade also.
Mary Waldron
had two suggestions: 1.Another discussion on
downtown business association not being that
active, a suggestion to get some to join the
Montello and some to join the Campello
associations. 2. That the Campello
and Montello and Downtown Business
Association get together to take a tour of the
desalination. plant.
No
treasurer's report was read due to the absence
of the treasurer.
A new
business was recognized joining the
association, Steve Hurwitz of Motion
Hydraulics. Welcome Steve. President
Dwyer commended Steve on cleaning up the area
around his business.
Neighborhood
Police Officers reported same girls in
prostitution, it costs them $40.00 to get out,
they arrest them and their johns. The johns
range from every workers to business men. most
johns out of towners. Another issue is
stopping the large amount of drinking alcohol
at Perkins Park on North Main St.
Kathleen Heggarty and Kristina Lutz residents
of the Montello area and parents of the Howard
School came to talk to the association in
looking for help to build a playground for the
school. At the Howard School more than half of
the students have special need issues. They
have a design from a company but the cost is
costly and they first took on raising money
for the Howard School , and now it has
involved the Keith School also due to the same
principal at both schools, he name is Carla
Keith. A special service is needed for the
playground which takes up half of the money.
And then there is special equipment for these
children, such as musical chimes, equipment
with braile, equipment that can help children
in wheel chairs. At the present time teachers
and aides sit with these students while the
rest play, the aides also have to struggle
with wheel chairs over the mulch. They have
done some fundraising with Yankee candles and
making chocolate pops, and raised
about $6,000.00 and the Keith has raised about
$12,000.00. they have been applying for a
grant through Hamburger Helper that you
go to this link
http://www.myhometownhelper.com/ViewProject.aspx?tell=1&id=31526
and add a supportive comment on their
proposal. Comments had to be in by the end of
September. If you would like to know more
about the project they sent into Hamburger
Helper you can go to this link. Greg
Belcher of Waite funeral Home suggested better
lighting so once they get this playground
built if anyone in the area sees anyone in
there when they aren't suppose to neighbors
could call the police. Cameras were also
suggested. It was also suggested sending
letters out to the councilors and school
committee to receive donations or help.
Councilors Macmillan , Balzotti, Sullivan
talked about the money that was received in
the selling of the Montello Pool, and what
that money was suppose to be used for.
Maybe they could consider using some of that
money. They would talk it over with other
Councilors. They said they did have a grant
already written and the deadline was getting
close, but they found out they had to get
permission from the school committee to pursue
it. So the grant was never followed up on.
Sandy Wixted from Catholic Charities added
that maybe they should get the community
involved by small fundraisers such as bake
sales, etc. These parents are Montello
residents and want to help beautify the
Montello area also, with this playground.
President
Dwyer said the holidays are coming and he
would like to have an association Christmas
party so we all can get together.
President
Dwyer also stated that Gale Lutz has been
going around to get new businesses to
join. If any business has a neighbor business
that isn't a member talk to them and get them
involved.

Meeting was
called to order @ 6:09 p.m. by President Scott
Dwyer
Treasurer's report was read by Rebecca
Beckford
The association has a balance of $3,093.59
Paid out was $162.53 for the cookout, and
$63.00 paid out for cards, and $150.00 for the
upkeep of the website. There was one renewal
for $50.00 received.
President Dwyer wanted to get some more
businesses to join the association, he was
going to talk to Gale Lutz (recording
secretary) about getting some type of booklet
together to pass out to new and other
businesses. At that time Al Gazerro said he
had 3 new interns, and that he would see if
one could work on that job of going to get
business addresses to get more to join. He
also asked the association if we should pursue
the Westgate Mall businesses. The association
decide to pursue those businesses.
President Dwyer received an email about the
parade, and he said when Mary Waldron comes in
to the meeting or he will follow up on it.
there was already a meeting about it.
Al Gazerro asked if anyone would like to be
spotlighted on the website, please notify
him. David Lynch responded and will be
spotlighted, with a link to his website also.
Those having websites and want to be linked to
the Montello Business Association website
please notify Al. Also if you would like to
add or see things on the website also notify.
If anyone has any ideas for speakers, we would
like some input.
Councilors at the meeting were: Councilor of
Ward 7 Chris Macmillan, councilors at large
Linda Balzotti, Robert Sullivan, Todd Petti.
Councilor Macmillan said Walgreen's will be
opening soon. It will be at the corner of
North Montello and Howard Sts. Also he told us
the Lincoln Congregation Church has split the
land into two parcels. They proposed to put up
a gas station near the Webster Bank it was
denied by planning board, and it was also
rejected by zoning board. They also rejected
the planning for the Church, they will have to
revamp the plans for the church. Hopefully
they will work with the Councilors.
D.W. Field Park now has police patrol in the
park, seems to be working. The police presence
is good for it.
Westgate Mall Entrance near the highway is
going to be revamped, was accepted and
hopefully will take 6 to 8 weeks. Most of the
property is owned by the state The plans look
good but they have to wait on the state first.
Still no one knows who owns the Oak St.
Entrance, but the holes are being fixed.
Chili's Corporation decision was to close this
store because of lack of business.
President Dwyer asked what was going on with
the old nursing home on North Main St.
councilors said it was bought by a South
Boston Contractor and hopes it will be
renovated.
The old Garland Mills building is still up for
sale, have been discussions with the mayor.
Has been some talk that B.N. Yanow on West
Ashland St. needs to expand and wants to stay
in Brockton. Fairfield Farms is still up for
sale also.
Mary Waldron told us the Christmas Parade is
still on, it is on the City's and and the
Chambers websites. Funds were allocated.
Contact Glenna Angelo about the parade. Mary
has been working with the Downtown business
association, there are a lot of new businesses
down there. Parade route will be the same do
to the least expensive route and also for the
safety of the citizens and the parade
participants. It is moving forward.
Mass Auto Parts broke ground today(09/05/07)
has been approved. it's location is the old
Montello Pool.
New school being built on Colonel Bell Drive
is about 8 weeks behind schedule. Chris
Macmillan has spoken with Manny Gomes of the
traffic patrol about the trucks having a
special route to go by. Trucks have been using
different ways and causing concern when
children go back to school. They have been
using routes where the children are waiting
for buses.
Councilor Macmillan had a meeting Friday with
Councilor Cruise about the Mayor's Softball
Game and it is still on.
councilor Sullivan talked about the D.W. Field
Golf Course and it's progress in being better
than before. Councilor Sullivan in talking
with Parks Dept. John Dorgan said the
membership is increasing a little.
He also took a tour of Trinity Academy and was
quite impressed with it's progress. And it is
working out well. He also said that just the
mayor's race will be held in the preliminary
race September 18,2007. All other races will
be 11/06/07 during the city's election day. He
also said that Councilor Macmillan and himself
went to New Hampshire and took a tour of the
power plant up there and to see what it was
all about. His decision is still up in the air
on what way to go with the power plant in the
city of Brockton.
Councilor Linda Balzotti being third to speak
just asked the association and some of the
visitors to be patient with them as far as
making meetings due to the election coming up
in November. But they will do their best to be
there and if you have any concerns you can
call the councilors with them.
President Dwyer then introduced Gayle Kelly
who is running for Mayor in the City of
Champions. She did get into the race late and
that is one question that comes up to her all
the time. She stated that were two factors,
she was waiting for someone else would step up
to build a 21st century city and run against
Mayor Harrington and Jesse Stewart. Number two
was that her husband to be had some health
problems that she needed to be by his side
going through the treatments. then she asked
him if she should run and he said go ahead. As
mayor she will bring everything she has
learned to the city with the right team, and

July 1, 2007, whether it be private or public
insurance such as medi-care.
He further discussed the
penalties of not having or offering insurance.
He also stated that the responsibility of
having coverage is on the employee, not the
employer, how ever, companies with more than
11 employees must offer something of face a
fine of $295.00 per employee.
He discussed allowing
employees to pay for their health insurance
with pre-tax dollars and the benefit to the
employer doing this.

Smith wanted to thank the association for the
generous donation to our St. Edith's stein
Youth Group Project-----"Operation Thank You".
They have spent approximately a month and a
half collecting items needed by the brave men,
women of our nation's military who are
fighting overseas. Because of the Montello
Business Association they were able to pay for
half of the shipping costs, to mail packages
overseas where they will do the most good, for
the most people. Our incredible generosity
also inspired many individual donations which
has brought them to their needed goal to cover
the rest if the shipping cost. The kids in the
group and many parishioners, took part in
their "packing party" which helped bring their
parish family together for such an important
cause. Again he wants to thank the association
so much. And he said may God continue to bless
us all in all we do.
Rebecca
Beckford read the treasurer's report she said
we have $3,581.12. $400.00 was donated to the
church. Two rolls of stamps were bought. Again
we ask for Email addresses.
Al Gazerro

on the business and social service community.
Seating is limited to 165 so kindly RSVP 508-
897-5371
Al also discussed about the
Police Dept. hiring new officers and the civil
service test coming up. go to
Mass
Department of Human Resources
for civil service information.
Councilor
MacMillan asked if the agenda could go on the
website. Looking into it.
Some new
faces back to the meeting are Atty. Phillip Nessralla
(law Office) Thomas Washington (Mainspring)
Sandy Wixon (Catholic Charities) John Sudley(
Property Management) John Polvere (Harbor One)
.
The
Association requested the Board of Health to
the meeting, Louis Tartaglia sent Maryjane
Butler and Marc Zeoli, they are the Code /
Ordinance Enforcement Officers.
They passed
out some of the ordinances to the group so
they can look them over, hopefully we can post
these on the website so you can make reference
to it, if needed.
There is a
property at 32 Vine St. -----3 foot picket
fence , rubbish, unregistered car, they were
taken photo of debris from the street. they
have been fined. A letter was sent to Donna
Daley, in regards to this matter, to get
permission for the DPW to go clean it up.
There is talk about this subject to move money
around to allocate money to the DPW for this
type of job. They have 7 days to clean on own.
106 Ford St. had some problems also.
$100.00 a day
fine for a dumpster
$50.00 a day
personal property
$50.00 a day
for unregistered vehicle
If they don't
pay the fines they will put liens on the
property.
Fairfield
Farms was broken into, the main office part.
Having a building that large sitting around is
dangerous for fire reasons, squatter reasons,
graffiti, and damage to the building. they are
looking for a business that would buy it. The
police do check on it Lincoln Congregation who
owns the property in front of that building
wants to split land and put up a gas station
and drive thru convenience store, between
Webster Bank. Discussion was on safety factors
in the area with children going to and from
school. Councilor MacMillan said there would
be a Ward 7 meeting March 13, 2007 @North
Junior High from to 6 p.m. to 8p.m.
Walgreen's is
going as planned, they are to believed to be
putting dirt at the fairgrounds, which people
in the neighborhood are in a rage. Their
problem was discussed at the ward meeting.
Atty. Phillip
Nessralla
gave the association some insight on how the
zoning board works, from his experience on it
previously. Splitting the properties into
numerous parcels and building on them. The
discussion turned to Lincoln congregation and
how they want to split the land they purchased
and divide it, and put a gas station/
convenience store. The Fairway Oaks management
and condo assoc. are very much against it. A
question was asked if Fairfield Farms could be
broken up into different parcels for housing,
it is a 20 acre lot, the councilors and Mary
Waldron were discussing the land that is under
the building and accepting the building as a
I-1 zone, could this property as a business
give good jobs to the city and the business is
good for the neighborhood.
Mary Waldron
was working on a survey about where all these
businesses want to go in, and working with the
buyers and sellers, for instance the building
on Centre St. and Montello St. wanted to be
residential, she tried to curve him into
another choice, that would do better.
Zoning Board
is appointed by Mayor. Zoning Board is for 5
years. Brockton is only city that the Fire
Chief is on the Board.
It was
determined that a parcel of land at Prospect
St. and Cross St. would be broken up.
300 homes not
lived in Brockton, Ma., also 278 foreclosures
in the city.
ZBA "what is
basis" for zoning. Zoning Board is important.
Nobody really challenges the ZBA. To do that
it requires a good attorney and $. Master plan
for ZBA was updated 1997.
People have
to be realistic about condos.
Desal came in
on January, everything is still on line. Water
is becoming a problem with subdivisions -- All
this water has no where to go.
Passed 10
streets to go public from private. CDM doing
analysis of severity of bad roads to pave.
there is a list.
Councilor
Sullivan spoke about "Brockton Beautiful"
there is an informational meeting March 13,
2007 at the Westside Library.
Golf course
meeting - course is deplorable. Budget is
difficult this year. Implement $60,000.00 to
$80,000.00 to fix and run course. John Dorgan
submitted to mayor a plan.
Question was
asked about the nursing home on North Main
St., who owns the property? I t has been
boarded up, Homeless going in an out of it. I
t has been a hazard. Building inspector
Vassapolo checks on the building. Seeing what
can be done with it.
Outside
phones ---- what is good for the goose is good
for the gander..... that not in some
situations should the outside phones be put
anywhere. they cause problems.
City Board of
Health--
Maryjane
talked about the process to make a
complaint..........
They go and
make a form out and if they can see the
problem from the street, no pictures on the
sight itself, you may give permission from
your property but not the one in question.
Complaints go
to the inspector...../ have 4 days to
respond..... once it goes to the task force it
is out of the inspectors hands .....
Any rubbish
on the sidewalks call DPW not Board of
Health.....if items are to big DPW will
tag.......DPW opted contract......... You are
allowed one 32 gallon container per
household.......
if you are
having a problem with any problems call
councilor he will help you .........
also there is
a city web page to contact on the Citizen
request dept..... Mayor is checking on all
inquiries, along with department
head......John Studley complimented the Board
of Health on their jobs they do.....
Dumpsters and
unregistered cars take up most of their time.
There are ordinances that will be on the web
site.
Police
reports been pretty quite with the
streetwalkers..........(maybe on vacation)
Four
shootings in Brockton , one at Morbeza, one on
E. Battles and E Main St., etc.
Maggie's
Place went out of business but another new
owner pulling permits to start a new business
there.
Sandy Wixton
commented to the police there is some activity
at the old rectory next to the Catholic
Charities, she said they would be willing to
help watching the property along with the
police. The building is vacant and not boarded
up.
Questions
were being raised about the property between
Prospect and Waverly Sts. how they changed the
businesses around. would check with Councilor
Mike Brady it is Ward 2.
Club 508 in
Ward 5 every function they want to have there
has to have a permit.........

February ,
2007 Meeting
President
Scott Dwyer (Dwyer's glass) called the meeting
to order. Vice President Fran Fistori (
Modern Auto body) talked about a membership
drive, to solicitation new members every
month. They are asking businesses for
new ideas to get businesses to join, and also
ideas on speakers who you would like to hear
from. to answer questions we might have in our
businesses. The association wants to
know from businesses what we can do to make
people have a good experience while doing
business at our businesses. And to make
our section of Brockton more pleasurable.
Treasurer's
report read by Becky Beckford (Franklin Small
Engines) the association has $4,009.12 in our
account . Paid out to the Post Office was
$39.00 for stamps. We are still looking for
e-mail addresses to send news happenings and
meetings. Our books were also checked and are
all up to date.
Gregory Belcher
(Waitt Funeral Home) had a notice of interest
to the association. He made the announcement
that we lost a member of the association John
Awon (Awon's Auto Repair and Gas ). President
Dwyer asked for a moment of silence in his
honor. Greg also mentioned that while the
family was mourning the loss at the funeral
home, their building was being "tagged". So
after the service they had to change and take
care of it.
Councilors
attending were Councilor at Larges Linda
Balzotti, Todd Petti, Councilor Ward 1 Tim
Cruise, Councilor Ward 7 Chris Macmillan.
Councilor Macmillan did excuse Councilor
Sullivan do to the expecting birth of his
child.
Al Gazerro had
some saddening news to the association, the
coming closing of Franklin Small Engines. He
told the association it was a tough decision
for Becky and Chuck to make because of the
decrease in business. But it was the best
decision and the time was right as Chuck was
offered a job at NAPPA Auto Parts in
Bridgewater. Becky and Chuck would like to
stay on as members. And Becky as Treasurer,
no one was in opposition. Good Luck to both of
them in their future endeavors.
Al also wanted
to remind the association of elections coming
in March.
Trees Along
North Main St. that were planted, we are still
responsible for. We are responsible for them
for five years. Last year during "keep
Brockton Beautiful" we mulched most of them.
We will try to do this again this year at the
same event. Councilor Petti passed out flyers
about this event. It will be April 21, 2007
(Saturday ) from 9-noon , kickoff is at
Heights Crossing 35 Christy's Place @ 8: 30
a.m. Barbeque will follow for all volunteers
immediately following the cleanup. So we will
be looking for volunteers to help us out. Last
year we cleaned up the Snow Memorial Park, and
the Ashland Cemetery. Lets get some volunteers
together and have some fun. Interested in
helping out please call Scott Dwyer 508-584-
4659 or Gale Lutz 774-826-7200.
Councilors
reports:
Councilor
Macmillan has met with Westgate owners, at the
site of the old Macy's will be going a 12
screen movie theater. The deal is sealed.
Macy's is still renting the property until
January 2008. They also want to put an open
air restaurant place, they are looking
for restaurants, coffee shops to go in there.
The mall owners would be investing 20 million
dollars. Walgreen's is breaking ground at the
North Montello St. and Howard St.
intersection. Again brought up was the traffic
issue at the intersection, it has to do with
the state , not the city. Councilor Macmillan
has been working with Capital Grille in
hopefully purchasing the property in front of
Wal-Mart to build there. At the site of the
old Garland Mills or N.E.S. they want to put
small shopping plaza, Feb. 15 having a meeting
with Mayor Harrington. They would have to go
to Zoning.
Councilor
Cruise talked about the intersection of
Moraine St. and Pleasant St. area. The
intersection at the mall on Pleasant St. maybe
another 2 years or so. State keeps pushing
back on this project. He also talked about the
movie theater project (56,000 square feet
project- rough draft) There needs to be public
hearings on all of this. The intersection at
Pleasant St. and the mall is a big problem and
councilors have been working on this. The
Big Dig pushed everything back. New schools
should be breaking soon, they are the Colonel
Bell area is an elementary and the Quincy St.
will be a green elementary school.
Police officers
talked about areas they patrol and Councilors
gave their input.
Community
Officers included in attendance were:
Officer Mike
Scanlon Officer
Derek Salamone
Officer Kevin
Amereault Officer
William Schlieman
Officer John
Luce
Areas of
concern:
*
32 Vine St. Board of health looking into
it. * Market across the street from
Broad St.
In another
discussion about the Task Force, Officer Scott
Holman does a good job. The Campello area was
concerned with a problem that was an eye soar,
behind the laundromat at East Chestnut and
Main Sts. The owner of the purchased box
trucks, storing items in them in this parking
lot. these items were to be shipped to other
countries. They were tagged (72 hour) properly
and then removed after the 72 hours they were
removed by Lynch's Towing.
A request for
Lou Tartaglia (Board of Health) to come to a
meeting. councilor Macmillan said he would ask
him to come.
Talk of rubbish
around the town came up. Red Jacket (Main
Spring Coalition) people can only do public
property. Councilor Cruise added that Dept. Of
Corrections does some clean up on Saturdays.
Councilor Petti
talked again about the Keep Brockton
Beautiful. Added the DPW wants to use
grabbers instead of picks, safety factor for
one.
Wants to get
the word out about this event, to have more
people join in. Hopefully in the future to
have more of these rather than once a year.
any questions or comments you can call Janice
Fitzgerald - leader of the events for the City
of Brockton 508-580-7123.
Police officers
noticed a lot of improvements. A lot less
street walkers.
Larry's Corner Pub closed, so
a lot less people hanging out at the corner
of North Main St. and Battles St. Drug
peddlers using excuse that they are smoking
outside because of the laws prohibiting
smoking in public restaurants and bars.
Councilor Macmillan said he was working on
ordinances to stop
smoking in front of businesses.
A lot of
abandon buildings around , if building
unoccupied, asking for owners to board them up
and check on them frequently. Homeless and
others taking copper to cash in at the scrap
metal places. Other problems is that they take
the pipes out and that causes water damages to
these properties, or the building are cold and
the water isn't shut off and they break
causing more damage.
* Drug areas:
Herrod Ave. Vine St. Porter St.
Tom Washington
contacted owner of the Vulcan Bar to get rid
of the tag on the side of his property. Spray
Paining has become more of a problem. Thank
you to the police and fire departments caught
three individuals doing a building across
from the fire dept. on Pleasant St. Store on
the corner of Nilsson St. and Warren Ave. that
was "tagged" badly was cleaned up by the
Mainspring crew. The crew was told why are
you dong this? we are just going to tag it
again. There is funding for tagging.
Vulcan Bar
closed probably forfeited
license. Sweeny's is
remodeling , notified license commission.
Rolling back
hours------ councilors met with License
Commission asking for roll back of hours where
the entertainment is. Police Officers did a
good job New Year's Eve, on being alert with
noticing the Morebeza's bar still had people
in the establishment after hours and cleaning
them out. Good job to Sgt. Barry.
A question was
raised about an establishment that has
entertainment can they be forced to hire a
detail?
There aren't
enough police officers to be put in front of
every bar. Responsibility is the managements
to operate a bar right and safe.
President Scott
Dwyer introduced Roy Brady from
Brocktonportal.com who just started the
business (3 months) This business does
networking. It wants to list all businesses
in the city, write articles , videos , mini
commercials, power page. The business has been
very successful. He passed out papers on the
business and his card. They included
pricelists. To contact Roy Brady

Browne from Guardian Angels was very
successful this year in her quest of giving to
children in need. she thanks everyone for the
efforts, Toys for Tots even helped out this
project. giving presents for 500 children in
our city of champions.

coming up again, it is put on by D.R.E.A.M.S.
comedy night at the Shaw's Center. Date is May
11,2007 @ 7:00p.m.. They honor a hero in the

the association meeting.
