Montello Business
Meeting was held January 6, 2010 in the lower
down stairs of St. Edith's Stein Church.
President Scott Dwyer called the meeting to
order @ 6:05.
President Dwyer wanted to thank everyone for
their donations to the Toys for Tots Drive.
He also wanted to thank the
following businesses for allowing the boxes
to be at their locations to drop off toys.

Our Christmas Party held, Dec. 2, 2009, at
the Westgate Lanes went very well, all had a
great time. We had the newly elected Mayor Balzotti
was in attendance briefly having to leave to
check out the situation that went on at the
Brockton High School that evening. We had
Vice President David Lynch greeting everyone
as they arrived. After everyone enjoying the
pizza and the chicken we all sang Happy
Birthday to Charlie Dwyer for his 94th .....
Treasurer's Report: We have a balance of $
3, 075.27 in our account. Paying out $ 247.82
to the Westgate Lanes for the Christmas
Party.
We
have Awon's Automotive that has rejoined our
association.
President Dwyer says that Mayor Balzotti
would like to hear positive things about
Brockton.
V.P. David Lynch wanted everyone to know that
the business permits went from $ 25.00 to $
145.00
Introducing of association and visitors and
speakers.
First speaker we have is Kelly O'Brien
(Brockton Clean Energy) and she brought along
with her John Winslow (Brockton Clean Energy)
Kelly started off by saying the commission
has had impact studies, have received a lot
of permits, such as state energy permits and
permits for the gasoline and the wetlands.
One questioned asked, was there any risk of
contamination in this area. John answered
there is no risk of contamination. Oakhill
Way and Sargent's Way is
proposed investment for a combined
-cycle natural gas, ultra low sulphur
distillate fired facility, and the tank is
checked everyday besides being in double
storage container. The P.R. are trying to
make themselves visible , available to all
people wanting questions answered. They are
a t 90 Main St., the website is updated
regularly, they send out notices in different
languages so all people understand. The state
has deemed this project safe. An impact
study has been done and copies are available.
They looked at this project and what impact
it has. Economic impacts include the direct
spending associated with the Construction
Phase and Operations and Maintenance Phase
activities, subsequent indirect impacts from
cycles of businesses making purchases of
local supplies /services and induced impacts
from workers' spending take-home wages where
they live. During the 26-30 month
construction phase, the Project brings $368.6
million in total economic stimulus, new tax
revenues and new job salaries. The economic
impacts emerge as follows : City of Brockton
* Direct $279.6 million of direct economic
stimulus including 300 new construction jobs
and $ 47 million in wages; * Indirect : $4.4
million of indirect economic stimulus
including 22 new jobs and $ 1.7 million in
new wages; * Induced : $8.8 million of
induced economic stimulus including 73 new
jobs and $ 3.0 million in new wages. Greater
Brockton Region: * $23.7 million of
additional economic stimulus benefits in the
3- county region including 362 new
construction -related and other required
services jobs and $31.8 million in new wages;
During the 30 year Operation Maintenance
Phase , the Project brings $18.1 million in
total economic stimulus , new tax revenue and
new jobs salaries annually. Tax revenues $
1.5 million per year to the city, would be
the largest tax payer in Brockton. Use of
the waste water----use treated water , reuse
$500,000 dollars a year
for water. Environmentally deemed by
state. brocktoncleanenergy.com ----- trying
to talk to the people , councilors on how
safe this project is. Vice President David
Lynch asked a question, on would this project
paying more taxes than Verizon, who is the
largest tax payer in the city now. John
answered yes it would be. It would be a union
project over 300 jobs, they would try to hire
Brockton residents first. How many are going
to be direct jobs in the actual running of
this project. @@ direct jobs on operating
this 7 days a week, 24 hours a day. There was
some talk about Verizon leaving the city of
Brockton, and if this happens the city will
be hurting. Brockton clean energy wants to
know what they can do for the neighbors all
230,000 homes. They want ground
level architectural features that perk up the
facility and the area, plant trees to fix
problem. They has the city has closed door to
thee Brockton Clean Energy. It would be a
security fence around it. with a front desk
to check in and out. Dan Derito commented
when all is said and done ........finance
facility many banks, this facility will run
75% . How long committed to own facility,
or are they not committed. 28% less fuel
than the average facility . This project will
run and be committed to the city of Brockton.
Committed under Massachusetts permits. There
are state laws and are they going to be
enforced. Other plants to go see : Dighton,
Ma. ---Weymouth ,Ma.---- Loundonderry, N. H.
the cleanliness of the air -------> is
important John and Kelly thanked the
association for letting them come to this
meeting and say their part.
President Dwyer introduced Sgt. Celia the day
shift supervisor of the Brockton Police Dept.
He would like to know what the businesses and
the neighbors would like addressed. They
have addresses the prostitutes, who they are
and where they are. They work with what the
law gives them and how the court handles it.
They also do what they can do with what man
power they have. Just let us know what your
concerns , locations and what issues you
have. It came up about the issue of the
shooting in the village , one victim was very
well known to the police dept. Day shift call
volume is high , just keep on calling.
Problems we have come with the types of music
they play at bars, they should have details
there. Keep inside very well lit, because it
seems the darkness creates the problems.
Have the police stop by and come in every
once in a while. The more requests to a
problem they have to go, all calls are
handled just in the order of urgency.
President Dwyer introduced Heather Carlson
from Building a Better Brockton and the
Brockton 21st. Facade Improvement
Program Beautifying downtown ... through
meetings, expand to Campello and to Montello.
Low interest declining, there are
applications to fill out and apply. Property
owners needs to be in good standing. if
they approve the estimate. Look over
ordinances --- once gives go ahead--- up to
50 % of project. Improve the look of
Brockton. Workshop on January 13, 2010 there
will two sessions .....one is 10 - 11 and the
other one is 6-7 interest free grant .......
They are looking for a review board to get
