President Scott open the meeting at 6PM Clerk Greg Belcher read minutes of the last meeting and the financial report. Greg ask for motion to accept the minutes and financial report as read. Al Davis seconded the motion. Councilor Jack Lally Ward 6 explained Brockton proposes Health and Human Services Dept expanding over the current Board of Health and Council of Aging etc. He explained some city council procedures. Capt. Hallisey addressed car chases , not worth the liability for minor offenses., use of drones for surveillance. Discussing motorcyles, dirt bikes, ATV : sales and licensing, operation and gassing up not registered. Self-serve credit cards at gas stations must be authorized before gassing up per MA state law. Deputy Chief Williams informed all of this. Pat Hill DPW spoke about water main replacement and using some extra funds to improve crosswalks and handicap ramps. 2.5 miles of pipe in this phase. Greg commended Pat on excellent communication for the project. Jay DeGrace spoke about the DPW website tab showing GIS map on project areas. Rob May said city hired Retail Development Coach, focus groups planned trying to fill retail space. Harborone Montello Branch closing disappointing to many attendees, need more in-person banking in this area; South Shore Bank interactive 1400 square foot branch opening at Michael's Plaza. Deputy Chief Williams updated on some code enforcement examples: ATVs in garages and license restrictions, many rental car operations in city. Extreme Car Rental overoccupying space on street and sidewalk. Abutting land could be sold at auction. Procedures mentioned. Jim Stapleton promoting Gala on June 10 and fundraising for South Middle School PAC. May 29 pamphlet deadline for Gala. Upcoming events: Marvin Hagler Scholarship, Keep Brockton Beautiful May 7 leaving Heights Crossing 9 a.m. and returning after cleanup for cookout. Brockton Celebrates Solstice 2023 on June 21 from 3 to 8 p.m. downtown. Meeting adjourned at 7:15 PM.
