President Scott read minutes of the last meeting and the financial report. Scott mentioned class II trucks illegal parking on side streets. Capt. Hallisey talked about panhandlers and find Ordinances to improve situation from example city Fall River. Motorcycles brought up. Murders and shootings on the rise in Brockton. On a good note 7 more police officers hired. We would be happy if we could reach the goal of 220 police officers. Also the city is hiring extra CTOs. The Cadet program (ages 18 to 21) is active at the police station. The Cadet program could lead up to becoming a police officer after training. John Messia talked about Brockton Hospital update. Urgent care is open and cooperating with other area hospitals. Good Samaritan nurses are on strike. This is not a good thing. Politicians Elizabeth Warren and Ed Markey were in the city for $11.3 million to help with the eastside Cosgrove Pool, mental health beds, sludge dryers. Councilor Lally mention that our sewage that goes to Conn. could be at its limit. He said Sludge dryers could be purchased and used to make waste to a bio ash for sale to farmers. This could cost-effective. Councilor Lally mentioned about an ordinance for trucks, business vehicles working in and out of residential areas. Inspectional services would do investigation and educate those not abiding city ordinances. Code enforcement and See click and fix would be a quality of Life violation. Submit photographs and evidence to committee. All complaints will be addressed. Rob May our guest speaker talked about Stop & Shop negotiations. Foot-joy being looked at for a future industrial purpose. Councilor Asack said we need more commercial businesses. Westgate Mall maybe going to have new businesses coming including old Dick Sports location a trampoline park. Mr. May spoke about the old Christo's II and city wanting to purchase it. The Christos property would be become mixed market apartments. Greg ask Mr. May about the downtown area businesses being about 60% Non-profits. BID would be like double taxation for small businesses. Property Taxes pay for Police, Fire and DPW street cleaning already. BID would not work in the Montello and Campello business districts. Bill Hogan of Brockton History Museum group spoke about Rosa Field Garden Trail. This would tie parks with paths. Businesses need to help by planting flowers on their properties throughout this route. The route begins at North Main and Oak St. and ending at the Keith Park in Campello. MBA will take care of Snow Clock and flowers for trail. Scott thanked our speaker Rob May and meeting was adjourned at 7:45P.M.
